A lot of people, including myself have become a fan since it's anime debut, and it's been a good time so far.
In the world of Sentenced to Be a Hero, the characters must be strong because their very survival depends on it. There are many different ranks, such as commanders and penal heroes. The strength in this world does not come solely from combat abilities or magic power, but also from strategy, teamwork and being cunning. To be one of the most powerful warriors in Sentenced to Be a Hero, one would need at least a couple of these skills or extra stats. Divine powers are also given, but that comes solely from forming a pact with a man-made entity known as a goddess.
The Hierarchy in Sentenced to Be a Hero
In this world, there exists a hierarchy, as in every living, breathing society. It is designed to maintain control over the weak and strong alike and enforce order in a world that is constantly threatened from the outside, especially by the demons. This structure ensures that power, responsibility, and punishment are distributed evenly in a way that both protects ordinary humans and keeps those in higher positions under control.
The system is intended to preserve the balance, even if it is incredibly corrupt. Let's take Xylo's case for example: the higher ups did not sentence him to be a hero because he did something wrong, rather because the corrupt system needed someone in that role. The hierarchy forced him into this as a form of social control.

Top 10 Strongest Characters in Sentenced to Be a Hero
Venetim Leopool

Venetim Leopool serves as the nominal commander of Penal Hero Unit 9004 in Sentenced to Be a Hero. He acts as the official figurehead leader while Xylo Forbartz handles most frontline strategy and tactical decisions, and to be honest, Xylo should have been the leader. Although, because of his hate for the higher-ups, he chose not to be in that position, but this is purely speculation,
Venetim is also a master con artist and was sentenced to the fate of a hero for crimes involving fraud, embezzlement, and a scheme to sell the royal palace to a circus. This brought on the wrath of the Temple.
Venetim excels at logistics, remote communication with the team, and most importantly, diplomacy and manipulation when dealing with higher-ups and the authorities. He despises direct combat and will do just about anything to avoid the battlefield. This is why he prefers to influence outcomes through words and negotiation rather than force or combat. This blend of being a coward, sharp intellect, and deceptiveness makes him the perfect person for a leader that takes charge of a unit of disposable heroes.
Rhyno

Rhyno is a hero in the Penal Hero Unit 9004. He is the unit's artillery specialist with an unmatched talent for precision, bombardment, and ballistic calculations. However, unlike the rest of the sentenced heroes, Rhyno actually chose this life. He applied to join this unit despite not having any criminal background, and some question his motives.
Rhyno maintains a polite, heroic personality that feels almost saint like. Although he does at times have a twisted smile that unnerves everyone around him. This also makes him feels sarcastic and insulting at the same time.
Dotta Luzulas

Dotta Luzulas is one of the main protagonists in the series. He is a short teenage boy with reddish hair, orange eyes and freckles. He was sentenced to be a hero for the crimes of repeated theft from common citizens to nobles alike. Even after being sentenced, he still has an impulse for steal things such as useless trinkets to actual goddesses (this was purely by accident).
Dotta is the scout and infiltrator for this unit. His excellent eyesight gives him the perfect vision for being a scout and his sharp threat detection. He often flees combat or hides due to his scared personality. However, despite his flaws, he is dependable and loyal when it comes down to it.
During episode 1, Xylo and Teoritta were on the verge of death. However, Dotta returns to help by drawing on the army’s weapons to support Xylo and Teoritta as they fight the demon threat. And personally, without his contribution during that fight, Xylo's odds of surviving and pushing back the demon forces would have been significantly lower.
Norgalle Senridge

Norgalle Senridge is one of the major members of the Hero Unit 9004. He is a middle aged man with slick blonde hair and pale blue eye. He serves as the units engineer and seal tuner who has elite expertise in crafting and modifying sacred seals, gadgets and weapons.
Norgalle Senridge truly believes he is the rightful king of the Federated Kingdom and consistently refers to himself as "His Majesty". He also treats his teammates and everyone around him as loyal subjects. But despite this delusion, the 9004 unit plays along by calling him "His Majesty," and his big speeches, protective instincts as a king, and willingness to sacrifice himself (even at great personal cost) rallies the group effectively in battle. This delusion motivates unity and heroism among all the criminals and proves him a reliable and inspiring figure the heroes can count on when it matters most.
He was sentenced as a hero for leading a large scale attack on the royal castle which resulted in casualties and destruction. This assault came from his genuine belief (though delusional) that he is the rightful king and this attack was to reclaim his throne.
Jayce

Jayce is the dragon knight of the Hero Unit 9004, and also the aerial specialist. he rides a dragoon named Neely and dominates the skies with precise spear attacks. This makes him a major threat to the demons, who majority are on land.
Jayce is beloved by dragon and understands their language and behaviours. He also prefers their company over humans and this makes him indifferent to the human laws and the social norms. However, despite his dragon focused attitude, he shows genuine respect for the Hero Unit 9004, and even enjoys friendly competitions with Xylo.
Jayce was sentenced to be a hero because he led a rebellion aimed at freeing the kingdoms captive dragons from military control.

Tsav

Tsav is another major member of the Penal Hero Unit 9004. He serves as the units elite sniping and long-range assassin. He was a former top assassin raised in the Gwen Mohsa cult (shadowy assassination cult).
Tsav posses near supernatural sniping abilities, perfect aim and even enhanced senses. He wields a long range sniper and similar ranged weapons for precision, and can even one hit high enemy level threats from very far away. His back story reveals that he felt empathy for his targets while he was an assassin, and couldn't kill them directly. So in order to hide his failures, he murdered unrelated people and presented those deaths as if he had completed his missions, which led to his sentencing.
Patausche Kivia

Patausche Kivia is a major character in Sentenced to be a hero. She serves as the commander of the 13th order of the Holy Knights, which is a cavalry of expert warriors who are enhanced with sacred seal gear.
She has a strong sense of justice and honour that drives her to make her duty the first priority, and even at the risk of sacrificing her own life if it ever came down to it. At first she starts of arrogant and has a deep prejudice against the heroes. However, despite her rigid honour before reason, she has a kind heart and goes through a lot of development as the story unfolds.
Over time she realises the bravery of the 9004 unit, such as their willingness to sacrifice themselves and the sympathy for the ordinary citizens that the Hierarchy system wrote off. This forces her to confront them and forms a strong bond that would lead her to defending the unit even against the higher authorities.
Tatsuya

Tatsuya is one of the oldest members of the Penal Hero Unit 9004, and serves as the berserker or front-line heavy attacker. This is one of my favourite charter's in the series, not only is he fierce, but the quiet neutral stance he has, makes him scary to anyone who is not on his team.
Tatsuya is a skinny average height man with dark skin and a blueish grey palette that comes from endless resurrection. Being resurrected countless times, turns a hero into this: someone who loses his sense of self and soul piece by piece. As such, he speaks in groans and grunts outside combat, acting like a zombie of sorts.
Tatsuya wields an axe and has superhuman strength and speed. He charges into hordes of demons without any hesitation and the loss of self senses, makes him that much more of an asset to the 9004 unit. The exact crime of why he became a hero has still not been explicitly revealed. This could stem from him most likely being very old, that the exact reason was lost, but this is just my speculation.
Teoritta

Teoritta is one of the main protagonist's in this series and serves as the goddess to Xylo. She has a quirky and cute personality with a big heart. Like all goddesses she seeks praise and affection which only adds to her personality.
Teoritta controls the sword domain, meaning her powers are everything sword related. She can summon a volley of swords to come raining down and crush all her enemies, or even summon a huge sword out of thin air to help her knight (Xylo) in battle. One of her big moves/abilities is to summon a holy sword as depicted in episode 6. So, if you think about anything sword related, she can most likely do it.
During the first episode when Teoritta was introduced, she quickly chose Xylo as her knight, because she can see that he was an honourable man, even after the fact that he killed his previous goddess (out of mercy not hate). She likely chose him because her fierce determination to do the right thing and sacrifice her self for the sake of other matches his own aspirations, but this is just me ranting.
Xylo Forbartz

Xylo Forbartz is the main protagonist in the series and is the most strongest of all characters/units. This isn't because of his pure strength, rather everything combined.
Xylo was a former captain of the Holy Knights Fifth Order, and was once well respected until he was sentenced to be a hero because he killed his former goddess, Senerva. At the time she was being corupted by the demon blight and he had no choice but to take her life or she could turn into a monster stronger than anything in this world.
Xylo's base powers is masterful swhttps://amzn.to/3NE7pqCordsmanship, high speed combat thanks to seals put under his shoes, and a tactical mindset. He throws daggers/knives that have explosive seals attached which turns his weapons into projectile bombs. His pact with Teoritta dramatically amplifies his base strength and can call forth a legendary holy sword because of this pact. This makes him the units most complete and strongest fighter.
